Establishing Handicap

How do you setup a league to have players establish a handicap after bowling 9 games? Basically, the first 9 games, everyone has no handicap and we don't have any standings until after nine games. Then, everyone's average would be set and standings would be established. The average after nine games would be used for all games leading up to 9. I am using BLS 2008
